A native of Frederick, Dr. Warner received his undergraduate and medical degree from the University of Maryland.

Rosacea and redness in the face are gone in a snap with our Broad Band Light (BBL), Pulsed Light (IPL), Vbeam Perfecta Laser (PDL) Pulsed-dye laser and GentleMax Pro Laser (GPL). Our rosacea treatments reduce redness, breakouts, facial veins and red dots. Spider-webby blood vessel patterns and blotchy skin are in the rear view mirror when treated with light based technology that works to erase many of the unwanted signs of Rosacea.

I have never had such a great experience until now. Dct. To and his team have so much talent. They take you through all the steps and reassure you when you have doubts. They make you feel like you are their sole patient even tho you aren't. They know what your going through and always there to listen and help you through everythin. I would give them a perfect score. You couldn't be in better hands. Thank you from the bottom of my heart!

I went to Dr. Warner and Dr. To for skin cancer on my face. They were both extremely transparent about everything every step of the way. Dr. Warner was conservative with the amount of skin he took from my face at a time, and a number of times he went back to take a little bit more just showed how much he wanted to minimize the cutting on my face. To repaired my face, he outlined all my options and let me decide based on pros and cons of each. I opted to have my wound stitched closed, but I knew exactly what was going to happen because he showed me with a marker how big the line would be on my face before he did anything so I was not surprised. The stitch line was so precise and the stitches were tiny.
I had minimal pain and and easy recovery compared to my sister who had a similar procedure at a different practice out of state. All the staff members at the center, from the front desk, to the nurses, to the doctors, are extremely friendly and personable which makes for a relaxing environment when one is nervous. I would absolutely return to this practice or recommend it to anyone who needed surgery in their face for skin cancer.

I have had both laser and excision tattoo removals here, and Jessie has been great! She is very professional, as are all of the assistants and office staff. Of course it takes time to heal, but after about a year my excision scar is barely visible, and I have been happy with the progress of my laser removal. It is a long process, but that is no fault of Jessie or the practice, and I would rather wait the recommended healing times than rush and see scarring or skin damage. I would highly recommend this place and specifically Jessie for anyone looking to do a similar procedure!

I never write reviews but I had such a great experience here that I had to. From the front desk staff to the medical assistants to my provider, Jessie, everyone was extremely nice and welcoming. I traveled three states away to come to this clinic and I'm glad I did. I am petrified of anything medical and going to the doctor's but they did a great job making me comfortable and keeping me distracted during my procedure. The instructions were thorough and they made it very clear that I could always call with any concerns I have. I highly recommend this place!

Use to schedule laser hair service a few years ago and the service was great. With staff changes the service has not been the best. Technician not as friendly and pricing is not clearly explained. Last appointment I also scheduled a skin cancer screening at the same time. I was 10 mins late, I was seen for the laser but not the screening; told i would not be seen and would have to reschedule at a later date (with only 2 people in the waiting room). Ive worked in a doctor office for over 10 years, would suggest working better with patients and implementing a grace period to improve scheduling.

Unbelievable experience here. I cannot express how amazing Dr To and his staff were. I had a concern about the results of one of my first procedures and they took it extremely seriously and made sure we worked everything out in the second visit (switching to a different filler). Again, I cannot express how positive my experience was here with EVERYONE including both Medical Assistant who helped Dr. To during my two visits. I will NEVER go anywhere else. I will be a lifelong client for sure!

The team took great care of me. The front office staff were great, very attentive and got me right in. Sarah the nurse practitioner had a great bedside manner, took care of my issue and made me feel comfortable. She followed up with me quickly when I had an issue and got me right in to take care of it. It was much appreciated! Would definitely recommend their office!
